Capitation Budget Setting

CapSys - Capitation Target Budget Setting

CapSys Project Area (Registration Required)

System Summary

Client: North West Region Health Authorities

Written in Access 97, this system supports all the Health Authorities within North West Region in setting the target budgets of Primary Care Groups.

There has been a strong history of strong central systems support for primary care budget setting within North West region, mainly due to the influence of Steve Walker . This system was implemented in response to the DoH changes to the budget setting process that came in to force soon after the Labour government came in to power in May '97.

Previous to this, BradSoft and North West Regional Office supported the same Health Authorities with a region wide Fundholder budget setting system ("Infund" - Winner of HC97, Best use of IT systems in Primary Care).

Key Benefits

  • Region wide standardisation of target budget setting process. This enables ease of submission 'up' the organisational structure of the NHS/DoH
  • Massive productivity gains.  A typical Health Authority might spend two person days calculating target budgets.  Once set up, this system takes about 20 minutes.
  • Ability to change model parameters and inputs, with fast recalculation of target budgets
  • 'Collective' funding model for the system means large costs savings for all Health Authorities, with centralised support and administration.
